Certification Body
Introduction
A Certification Body (CB) under the Malaysian Timber Certification Scheme (MTCS) provides a systematic, independent and documented process of third-party conformity assessment for forest management or chain of custody certification.
As a PEFC-endorsed scheme, CBs are also required to meet the requirements defined by the PEFC Council. Upon receiving PEFC notification from MTCC, the CB will be authorised to issue PEFC-recognised forest management and/or chain of custody certificates under the MTCS.

Step 1:
Prerequisite Checklist
Before applying for PEFC Notification under MTCS, the following prerequisites must be met:
All applicants (Forest Management and Chain of Custody Certification):
- The CB agrees to be listed on the publicly available MTCC and PEFC Council databases.
- The CB ensures its client organisations have applied for or entered into a PEFC Trademarks Usage Licence Agreement with MTCC.
For Forest Management (FM) Certification:
- The CB is a legal entity (company, business or society) within Malaysia
- The CB holds a valid accreditation certificate issued by the Department of Standards Malaysia (STANDARDS MALAYSIA) against MS ISO/IEC 17021-1, with a scope that explicitly covers the Malaysian Criteria and Indicators for Sustainable Forest Management (MC&I SFM)
For Chain of Custody (COC) Certification:
- The CB is a legal entity within Malaysia or a legal entity in the country concerned (if outside Malaysia)
- The CB holds a valid accreditation certificate issued by the Department of Standards Malaysia (STANDARDS MALAYSIA) against MS ISO/IEC 17021-1, with a scope that explicitly covers the Malaysian Criteria and Indicators for Sustainable Forest Management (MC&I SFM)
- CBs outside Malaysia must hold a valid accreditation certificate issued by an accreditation body that is a signatory of the Multilateral Recognition Arrangement (MLA) for product certification of the International Accreditation Forum (IAF), or IAF's Regional Accreditation Groups such as the European co-operation for Accreditation (EA), Interamerican Accreditation Cooperation (IAAC), Pacific Accreditation Cooperation (PAC) or Southern African Development Community in Accreditation (SADCA)
- In both cases, the accreditation certificate must be issued against ISO/IEC 17065:2012, with a scope that explicitly covers PEFC ST 2002:2020 or subsequent editions
