Review of Malaysian Criteria and Indicators for Forest Management Certification (Forest Plantations) [MC&I (Forest Plantations)]

The Malaysian Criteria and Indicators for Forest Management Certification (Forest Plantations) [MC&I(Forest Plantations)] which is the standard for assessing the management practices of plantation forests under the Malaysian Timber Certification Scheme (MTCS), operated by MTCC since 2009, is due for its first review in 2013.  While no application has been received to certify plantation forest under this standard, this review is in line with international practices that a certification standard needs to be reviewed at least every five years to ensure continuous improvement.


MTCC therefore wishes to announce that the MC&I(Forest Plantations) will be subjected to its first review beginning January 2013 which would be conducted in line with the requirements specified in the MTCS document SSP2/2012: Rules on Standard Setting Process for Development of Timber Certification Standards.


The main body which will review the MC&I(Forest Plantations) and develop the revised standard will be the Standards Review Committee (SRC). This Committee will serve as the multi-stakeholder “Forum” and its members will comprise representatives nominated by their respective stakeholder groups i.e. the social, environmental and economic interest groups, and the relevant government agencies, from the three regions of Malaysia, i.e. Sabah, Sarawak and Peninsular Malaysia. It is proposed that the SRC shall comprise a total of 15 members.  The MTCC will serve as the Secretariat for the SRC.


It is anticipated that the whole review process of the MC&I(Forest Plantations) will take 18 months (from January 2013 to June 2014) and would entail, among others, the following key activities:


(i)      soliciting public comments from the stakeholder groups at various stages during the review process by circulating/placing the MC&I(Forest Plantations), Enquiry Drafts and Final Draft on the MTCC web site;

(ii)     compilation of public comments and preparation of Working, Enquiry and Final Drafts by the Secretariat;

(iii)     consideration of  the Working, Enquiry and Final Drafts by the SRC; and

(iv)    conducting of three regional consultations to discuss the Enquiry Draft with the relevant stakeholder groups in the three regions of Malaysia.


The detailed process and proposed timelines for the review of the MC&I(Forest Plantations) are as shown in Appendix I.
