The Malaysian Timber Certification Council (MTCC) is pleased to announce that registration is now open for the PEFC-recognised Chain of Custody (CoC) and EUDR Due Diligence System (DDS) Initial Training, which will be held online on 10–11 December 2025.

The initial training is intended for new auditors, reviewers, or certification decision makers who plan to begin conducting audits under the 2020 PEFC Chain of Custody standards and require foundational knowledge of the CoC and EUDR DDS requirements.

Training Overview

This two-day introductory programme will provide participants with a comprehensive understanding of:

• Scope and management system requirements
• Input–output process
• PEFC Due Diligence System (DDS)
• Chain of custody methods and multi-site certification

The training will also introduce the 2020 PEFC Trademarks Standard, 2020 Certification Body Requirements, and the PEFC EUDR Due Diligence System (PEFC ST 2002-1:2024).

This training aims to equip participants with the necessary understanding to support certified companies in transitioning to the updated DDS module, which strengthens alignment with EUDR expectations.

AUDITOR TRAINING

Experienced auditors, reviewers, and certification decision makers are invited to register for an in-person PEFC recognised chain of custody refresher training on 21 and 22 November 2024. Following the publication of the PEFC EUDR DDS module standard, this training will include the PEFC EUDR DDS.

This refresher training is designed for qualified PEFC auditors, reviewers or certification decision makers who wish to maintain their qualification to issue certification against the 2020 PEFC chain of custody related standards, as required by PEFC ST 2003.

The EU Deforestation Regulation

The European Union (EU) agreed on the new EU Deforestation Regulation (EUDR) in December 2022. The new EU law will fight global deforestation and forest degradation driven by EU production and consumption by addressing a set of key goods, among them timber and rubber, and their derived products, placed on or exported from the EU market. 

When the EUDR rules enter into force across the EU (expected in May/June 2023), the commodities in scope may only be placed on, or exported from, the EU market if they are deforestation-free, legal, and supported by a mandatory due diligence statement conducted by companies. Deforestation-free means produced on land that was not subject to deforestation after 31 December 2020 and legal means compliant with all relevant applicable laws in force in the country of production. 

Operators and traders will have 18 months to implement the new rules and micro and small enterprises six months more. 

The new rules will have major global implications, as the EUDR will stop products linked to deforestation from being sold on, or exported from, the EU market in the case of non-compliance. EUDR is expanding the scope of and is gradually replacing the EU Timber Regulation. 

PEFC and the new Deforestation Regulation

Voluntary certification, like PEFC, is positioned to support the new regulation and can be used as part of the due diligence procedure. This builds on the role that voluntary certification held in the framework of the EU Timber Regulation, where PEFC ensured a global application and implementation of its provisions by integrating them in the PEFC standards.

The Dialogue is set to gather Malaysian stakeholders who have interest in or involved in the implementation of MTCS, comprising representatives from the various environmental and social interest groups, industry players, government agencies, research and academic institutions and others.

Its main objectives are to:
