Notice: Leadership Transition at MTCC

The Malaysian Timber Certification Council (MTCC) wishes to inform the public that the appointment of YBrs. Dr. Farrah Shameen binti Mohamad Ashray as Chief Executive Officer concluded on 12 September 2026. MTCC extends its sincere appreciation to YBrs. Dr. Farrah for her contributions during her three years of service to the organisation.

Effective 13 September 2026, Mr. Muhammad Hasif bin Azizan, Director of Communication and Marketing, has been appointed Officer-in-Charge (OIC) of MTCC until further notice. In this capacity, Mr. Hasif will assume the responsibilities of the Chief Executive Officer role during this period, while continuing his duties as Director of Communication and Marketing.

MTCC remains committed to the continued smooth and effective implementation of its operations during this transition period.

Announcement For Public Consultation: MTCS ED 1004:2026 Requirements for Certification Bodies Operating the Malaysian Timber Certification Scheme (MTCS) Malaysian Criteria and Indicators for Sustainable Forest Management (MC&I SFM) Certification

Dear Member of the Public / Malaysian Timber Certification Scheme (MTCS) Stakeholder,

The Malaysian Timber Certification Council (MTCC), as the scheme owner of MTCS, hereby announces the public consultation on the draft MTCS ED 1004:2026 (Enquiry Draft) Requirements for Certification Bodies Operating the Malaysian Timber Certification Scheme (MTCS) Malaysian Criteria and Indicators for Sustainable Forest Management (MC&I SFM) Certification.

The public consultation is conducted as part of the requirements of the Programme for the Endorsement of Forest Certification (PEFC) applicable to National Governing Bodies (NGBs) seeking to maintain the endorsement of their certification systems. For MTCS, the public consultation process is conducted in accordance with MTCS PR 1001:2026, Standard-setting Procedures (including for Forest Management Certification Standards).

MTCC welcomes comments and feedback from all interested stakeholders and members of the public to support the review and further development of the draft MTCS ED 1004:2026.

Background

MTCS ED 1004:2026 was developed by the Technical Committee for MTCS ST 1004 to align with the requirements of the PEFC ST 1004:2024 Requirements for Certification Bodies operating Certification against PEFC Endorsed Forest Management Standards. The Enquiry Draft consolidates the Accreditation of Certification Bodies – Forest Management Certification (ACB FMC) documents and current requirements for Certification Bodies (CBs) undertaking forest management certification under MTCS into a single standard.

Rather than serving as a separate supplement to ISO/IEC 17021 1:2015 (the primary requirements for management system certification bodies), the draft references and incorporates ISO/IEC provisions, providing users with a single authoritative standard.

Upon its publication and entry into force, MTCS ST 1004 will supersede the following existing ACB FMC documents.

Key Features of the Draft

This draft establishes clear, consistent, and robust requirements for CBs operating forest management certification under MTCS, reflecting MTCC’s commitment to credibility, effectiveness, and consistency in certification activities.

Key features of the MTCS ED 1004:2026 include:

Alignment with PEFC ST 1004:2024 Requirements for Certification Bodies Operating Certification against PEFC Endorsed Forest Management Standards;
Consolidation of the existing ACB-FMC documents and applicable MTCS requirements into a single standard;
Incorporation of all requirements of ISO/IEC 17021-1:2015 applicable to management system certification bodies;
Establishment of requirements covering, among others, competence, certification processes, stakeholder engagement, group forest management certification, accreditation and MTCC notification of Certification Bodies.

Public Consultation

This consultation seeks feedback from stakeholders, including industry representatives, civil society organisations, government agencies, and members of the public, to ensure the proposed requirements are clear, practical, effective, and aligned with national interest, legal requirements, stakeholders’ expectations and relevant international certification practices.

MTCC may, however, use the substantive comments and feedback received to inform the review and further development of the draft MTCS ED 1004:2026. Where appropriate, comments may be consolidated or anonymised for reporting and consultation purposes.

Announcement on the Adoption of PEFC Project Sourcing Standards Under MTCS

MTCC wishes to inform you that the MTCC Board of Trustees (BOT) has approved the adoption of the PEFC Project Sourcing requirements under the Malaysian Timber Certification Scheme (MTCS).

The adoption comprises the following PEFC documents:

The adoption of these requirements provides a new certification pathway for organisations involved in construction and infrastructure projects to demonstrate the responsible sourcing and traceability of forest and tree-based materials used within their projects.

1. PEFC ST 2102:2026 – PEFC Project Sourcing – Requirements

PEFC Project Sourcing provides an independent, third-party certification system that enables organisations to demonstrate that the forest and tree-based materials used within a specific project are responsibly sourced, traceable and supported by verifiable evidence.

This standard replaces Annex 1: Guidance for the implementation of PEFC Chain of Custody for specified projects of PEFC GD 2001:2014, Chain of Custody of Forest-Based Products – Guidance for Use, as of 4 June 2026. Annex 1 has been technically revised and developed into this stand-alone standard.

The standard is designed to address the practical realities of construction and infrastructure projects, where multiple parties may be involved in the sourcing, processing and installation of forest and tree-based materials.

PEFC Project Sourcing can be applied to a wide range of projects, including:

commercial and residential developments;
public buildings;
transport and infrastructure projects;
interior fit-outs;
renovations and retrofits; and
temporary structures.

The standard is particularly relevant to developers, architects, contractors, designers and specifiers seeking to demonstrate responsible sourcing of timber and other forest and tree-based materials in their projects.

It also provides flexibility for projects involving multiple contractors and subcontractors. Subject to the requirements of the standard, non-certified subcontractors may participate within the sourcing system of a certified project, provided their activities are limited to the certified project site.

The standard may therefore be particularly relevant to projects using timber and engineered wood products such as cross-laminated timber (CLT), laminated veneer lumber (LVL) and glulam, where credible and verifiable sourcing information is increasingly important.

PEFC Project Sourcing certification can also support green building, sustainable procurement and responsible sourcing objectives, helping to strengthen the link between sustainable forest management and the built environment.

Key benefits of PEFC Project Sourcing

PEFC Project Sourcing enables project organisations to:

demonstrate responsible sourcing of forest and tree-based materials at project level;
provide traceability and verifiable evidence for materials used in a project;
support sustainable procurement and green building requirements;
increase confidence in responsible sourcing claims; and
contribute to increasing the use of certified timber and other certified forest and tree-based materials in the construction sector.

2. PEFC IM 2103:2026 – Requirements for Certification Bodies

For Certification Bodies (CBs), MTCC has also adopted PEFC IM 2103:2026 – Additional Requirements for Certification Bodies Operating Certification against the PEFC Project Sourcing Standard.

PEFC IM 2103:2026 provides scheme-specific requirements for CBs conducting certification against PEFC ST 2102:2026. These requirements are to be applied in addition to PEFC ST 2003 – Requirements for Certification Bodies Providing Certification against the PEFC International Chain of Custody Standard.

CBs currently providing PEFC Chain of Custody certification may offer PEFC Project Sourcing certification under their existing Chain of Custody accreditation scope. No separate accreditation is required specifically for the PEFC Project Sourcing standard.

Qualification of CB personnel

PEFC-qualified Chain of Custody auditors, reviewers and certification decision-makers who intend to undertake PEFC Project Sourcing certification activities are required to:

complete the dedicated PEFC Project Sourcing online training; and
successfully pass the accompanying knowledge test.

The training is available through the PEFC Knowledge Academy and consists of six e-learning modules followed by a knowledge test. The training is provided free of charge, with participants given 60 days to complete the course.

The training introduces the requirements of PEFC ST 2102:2026 and the additional considerations applicable to auditing construction and infrastructure projects.

CBs are therefore encouraged to ensure that relevant personnel complete the required training and meet the applicable competence requirements before undertaking PEFC Project Sourcing certification activities.

CBs and interested organisations are encouraged to familiarise themselves with the applicable requirements prior to commencing PEFC Project Sourcing certification activities.
